Early Learning and Care / Child Care

The KDSB became the service system manager for the Kenora District Child Care Program effective January 1, 2000.  Various children's programs are delivered from many licensed locations throughout the Kenora District. Specific program information is provided below.

In 2005 the Province of Ontario introduced Best Start, a comprehensive, evidence-based early learning and care strategy designed to help give Ontario's children the best possible start in life and help them achieve success in school.  Success will be achieved by establishing important links between early learning and care, family supports and schools.  Research shows that children of parents who have been involved in their early learning experiences are more successful in school and beyond.

Best Start is directed at the local level by the Kenora District Best Start Network, which is made up of representatives from MCYS, EDU, the Kenora District Services Board, local school boards, child care, Best Start Hubs, Health Unit, Aboriginal agencies, and specialized children's services sector.

The first phase of Best Start saw the expansion of child care spaces throughout the district, 168 spaces were created, many of the spaces within schools.  An additional 32 spaces were created in Sioux Lookout when an Aboriginal Head Start program partnered with the KDSB to create an Aboriginal Early Learning and Care Program.

The second phase of Best Start involved creating neighbourhood "Hubs" a place where parents and children could access a variety of programs and supports.  By using an integrated approach to the provision of service at the community level, Best Stat created a comprehensive system of services that supports children, including francophone, aboriginal and children with special needs, from birth through to the transition into school.  Services, such as parenting programs, health services, infant development services and Preschool Speech and Language became available to families and children at the Best Start Hubs.

The third phase begins in the fall of 2010, as the province implements the Full Day Early Learning Program (ELP) for four and five year olds, the funding for child care and special needs resourcing is shifting from the Ministry of Children and Youth Services to the Ministry of Education.  The KDSB will enter into a contract to be the Service System Manager for child care, fee subsidy and special needs resourcing. The DSSAB will also enter into a contract with the MCYS for the the funding of Best Start Hubs and the Kenora District Best Start Network.

The Kenora District Services Board will continue to be the Child Care Service System Manager and provide administrative support and funding to Early Learning and Care Programs as they continue to move forward in order to best meet the individual needs of the community as they transition to support younger children and their families.
